白河、東山污染少，又擁有溫泉，適宜發展觀光產業，市議員張世賢16日要求市府設立直達公車前往關仔嶺，並開發東山區牛山水雲溫泉，促進當地觀光經濟發展。

市議員張世賢表示，白河距離台南市中心較遠，污染少，適宜發展觀光產業，但是前往關仔嶺交通不便，如果搭公車還要換車，市府應設立直達公車，以利民眾前往遊憩。另外，東山區牛山水雲溫泉的開發，倡議已久，地方都引頸企盼，希望市府早日付之行動，以促進當地觀光經濟發展。

  張世賢說，白河蓮花節已經舉辦10幾年了，吸引大量賞蓮人潮，市府應協助蓮農種蓮花有關水源的取得、病蟲害防治、賞蓮大道的建設，並結合附近關仔嶺溫泉、東山咖啡，使其成為重要文化活動。他還指出位在白河的林初埤木棉花道，也是近幾年熱門的景點，每當木棉花季時，觀光人數很多，卻沒有公共廁所，還要跟附近住家借廁所，非常不方便，觀旅局應盡速解決。
 
張世賢也憂心白河水庫因為沒有調節功能，變成白河的不定時炸彈，現在水患期又到了，他要求水利局應提前準備好。

水利局長李孟諺表示，水利署在今年4月20日已核定清淤計畫，將以4年、分4期來處理白河水庫淤積問題，包含壩體改善工程和排淤放流口。今年就展開第1期工程，將先清淤，並進行壩體加固。
