iPad Air/Mini GPS 不插 SIM 卡可以用嗎？

最近 iPad Mini 2 降價，手上的老iPad3 在升上 iOS 8.1 後有如老牛拉車，
讓我想要換一台新的，由於之前買的iPad3 是 WiFi 版本，因此沒有 GPS 可以使用，
而查了一下，iPad Mini 2 或 Air 都要買 Cellular 版本的才有內建 GPS，
但我並不想為了iPad 再去綁一個門號，因此想知道，如果在官網上買了 Celluar 版本，
不插 SIM 卡進去，可以正常開通嗎？而在沒有 SIM 卡及 3G 訊號的情況下，
光靠手機分享 WiFi 過去給 iPad 用，同時配合內建 GPS ，那有辦法進行定位及使用導航軟體
（如 Garmin）嗎？
如果可以，那我就打算上官網訂購了，謝謝大家！
