民進黨秘書長吳釗燮今天表示，潛艦外購的可能性微乎其微，朝野對國造似乎有些共識存在，如果共識越來越強大，美方提供協助的意願也會加強。

吳釗燮在2014美台國防工業會議中，說明民進黨新版國防政策藍皮書報告。他會後向記者表示，潛艦外購的可能性微乎其微，與其仰賴外購機會，不如台灣認真思考，以長程規畫讓台灣製造能力完備化，如有能力以後製造多少都沒問題。

他表示，（潛艦國造）藍圖要向其它國家購買，政治上困難度很高，美國要重新開生產線幫台灣製造，對台灣的財政負擔非常高；但不管是台灣自產或在美國重開生產線，情況是一樣的。

他說，台灣廠商自行造艦，希望能與其他國家產業合作，降低錯誤的過程。

各界對台灣推動潛艦議題感到較為樂觀，吳釗燮分析認為，樂觀來自於台灣朝野似乎有些共識存在，如果台灣內部共識越來越強大，美方後續提供協助的意願會加強。

民進黨方面也與高雄的造船廠初步接觸，瞭解他們的能力與意願等。他認為，這次出席美台國防工會會議的氣氛似乎與過去不一樣，上次還在F-16C/D戰機上打轉，今年談得多是台灣自行產製。(中央社)
