菲律賓回教游擊隊「阿布薩耶夫」， 威脅殺害兩名德國人質，但菲國政府拒絕與「阿布薩耶夫」談判，這使德國人質處境更加危險。

菲律賓國防部長「加斯明」說，菲國政府不會跟恐怖份子談判，也不接受恐怖份子威脅．

今年4月，這兩名德國人駕駛遊艇到菲律賓度假，在「巴拉旺省」外海被「阿布薩耶夫」綁架。「阿布薩耶夫」要求德國支付560萬美元贖金，還要求德國，停止支持美國攻擊「伊斯蘭國」。如果十月十號以前不交出贖金，他們就要殺害一名德國人質，然後再殺害第二名德國人質。
