【陳偉周／基隆報導】中颱菲特襲台，基隆市區風雨漸歇，仍有部分遊客無懼颱風前來觀光。今天早上11時許，基隆海洋廣場前有民眾帶小孩，與洪易「鴛鴦」合影，有女遊客撐傘，手提購物滿載而歸。
