里長勒索建商　遭基隆地檢提起公訴

基隆市安樂區興寮里里長許聰能，經民眾檢舉涉嫌向建商收賄，今天下午3時半許基隆地檢署檢察官對許聰能依貪汙罪提起公訴，主任檢察官周啟勇表示，許於民國100年10月間，得知由羅律煌任投資的的大元營造公司，在興寮里內承攬興建暘基醫院，等到102年10月醫院主體工程完成，許聰能見大元公司不可能再覓地重建，如未能如期完工營業，大元公司將遭受貸款及違約金的巨大損失。另暘基醫院也有營業上的壓力，許聰能利用情勢，以暘基醫院工程車道出入口的安全警示、路燈遷移等工程，質疑大元公司施工的合法性。

羅律煌知道後，請託基隆市議會議長黃景泰出面協調，黃於今年2月11日，邀集許聰能等人到議長辦公室協商，建商迫於許聰能的壓力，於同年2月18日上午，交付30萬元現金交付許聰能，許還要求醫院的部分也要給90萬元，總共120萬元，1元都不能少。全案經基隆地檢署承辦檢察官偵查終結，認許聰能涉犯貪污治罪條例第4條第1項第2款藉勢或藉端勒索財物罪，於今天提起公訴。（戴之聖／基隆報導）
