市議長李全教遭羈押，家屬、律師團及支持者積極展開營救，經13日一整天的折衝協調，對於是否發動群眾包圍法院、地檢署，大家意見分歧。最後決定2月16日將動員赴台南院檢抗議。

另外，李全教支持者也正籌劃，北上司法院及法務部抗議司法不公。時間預定在227或228兩天擇一行動。

李全教顧問莊嚴說，法律歸法律，政治歸政治，群眾運動還是必要的。所以他與機要秘書周五六都主張2月16日要動員赴台南地院、地檢署抗議，但因李全教的家屬意見不一致，因此決定自己行動，屆時參加人數可能會減少。
