外籍看護落跑　遞補等待期半年減為3個月

【黃揚明／台北報導】立法院院會上午三讀通過《就業服務法》部分條文修正案，現行規定外籍家庭看護工若逃逸行蹤不明，須等6個月無法查獲，雇主才能申請遞補新外勞。國民黨立委楊玉欣去年發生家中外籍看護工逃逸，當時她批評這半年等待期形同懲罰弱勢，如今修法將等待期由現行半年縮短為3個月，僱主即可申請遞補新外勞。

此外，因現政府已推行外勞可經僱主同意轉換僱主，若家庭看護工轉換新僱主，舊僱主也可申請遞補外勞。而本次修法也將原本即使逃逸行蹤不明也不適用遞補規定的其他外勞，如幫傭、漁工、產業外勞等，僱主也都能在外勞行蹤不明後申請遞補，但等待期為半年。

根據勞委會及內政部移民署統計，截至今年10月底止，國內共有47萬8千多名外勞，累計有4萬1637名外勞目前仍行蹤不明，光是去年就有1萬7千多名外勞行蹤不明。
