習近平 不再韜光養晦

今年三月接任大陸國家主席後旋即赴俄訪問的習近平，不強調鄧小平提出的「韜光養晦」，主要是因周邊及國際環境變化所致。美日安保承諾保護釣魚台，美「亞太再平衡」直指中國崛起。中俄海上軍演，無疑像把鋒利的劍，抗衡美日建構的東亞新秩序。

中俄有傳統友誼，習近平訪俄後更加深兩國「全面戰略合作夥伴關係」。不是習近平要與俄建立「準同盟」，從中國近期高調接待南韓總統朴槿惠，便知其外交思考是全方位的。但透過軍演，習無疑向美日投下震撼彈，用軍演來表達中俄間不凡的政軍「準同盟」實力。

其一，和過去威懾性做法不同的是，中俄此次軍演未公布演習內容，雙方表現低調且神秘。過去東亞國家有任何風吹草動，基本逃不過美國的偵察能力；聯合軍演，按理美國完全可掌握，但這次，美國似一無所獲，這「威脅感」就應運而生了。

其二，看不出演習邊界為何。去年中俄在黃海演習，並未驚動周邊，原因是演習地域邊界非常清楚。但這次在「日本海」軍演並未畫定邊界；如果中俄軍艦聯合穿越日本敏感海域，甚至繞日本主要島嶼一周，日本豈不掀鍋。

兩場接連上映的軍演，不止反應的是政軍結盟默契，更代表東亞秩序建構過程的抗衡。
