國際信評機構標普5日將葡萄牙債信展望由「穩定」調降至「負向」，標普認為，近期所發生政治上的紛擾已經影響該國計畫發債籌資的能力，甚至2014年退出國際紓困計畫的目標也遭受衝擊。

儘管標普確認葡萄牙長期外幣計價債信「BB」不變，但還是低於投資等級兩個級距。標普表示，葡萄牙財長Vitor Gaspar與外長兼聯合政府友黨主席Paulo Portas的請辭，使該國在推行撙節的議題上複雜化，恐影響國際貨幣基金組織(IMF)紓困計畫年度審查的結果。

即使在政治動盪發生前，IMF就已發出預警，葡萄牙國債對GDP占比2014年可能觸及124%，該國可能需要削減更多支出才能壓低負債水平。不過按照當前狀況，政府想在財政撙節上加碼而不引起更多紛爭幾乎是不可能的任務

葡萄牙自2011年即陷入經濟衰退的漩渦之中，標普認為，儘管葡萄牙出口有所改善，但對經濟成長的貢獻程度還是有限，因此今年實質經濟成長率恐再萎縮2.1%，為連續第三年經濟衰退。
