機車遲不過户問題

請問大大們
老媽之前在去年12月底買了一台機車，
順便在同個車行把舊車賣掉
身分證件影本也有拿去

因監理站陸續有寄舊車的排氣檢驗，燃料稅過來
才發現之前的舊車，機車行一直沒辦過戶

問機車行，對方只說機車還沒整理好
(老闆是把車轉到其他二手店整修，但是到現在也有八個月了，車還沒處理好?!)
只說如果有相關費用過戶後會一起解決

那現在這樣子會不會有什麼問題
有什麼辦法可以迫使老闆儘快過戶

因怕說如果有罰款或是機車被拿去作案
那很麻煩

有那位大大知道怎樣解決這種麻煩的事，謝謝
