民進黨、台聯在今（21）日動員加入青年占領立法院反服貿行動，現場情勢更為複雜。總統馬英九上午11時15分邀集副總統吳敦義、立法院長王金平、行政院長江宜樺召開院際調解會議。總統府周邊部分路段交通管制，戒備提升。
