消息指出，總統府副秘書長羅智強倦勤請辭，未來可能接替張通榮，來角逐基隆市長一職。雖然羅智強否認，但誰來取代張通榮，一直是外界關注焦點。

基隆市長張通榮5日晚間表示，目前自己最關注的事情，就是基隆市政，日前也特別向總統馬英九爭取43億欠缺的經費預算。至於選舉的事情，他強調會尊重國民黨中央的機制。
張通榮因傳出疑似為酒後毆打員警的女子關說、咆哮、拍桌、縱放人犯等事，遭監察院提案彈劾，儘管最後票數未能通過，但民調卻始終維持低迷。
有消息指出，總統府副秘書長羅智強倦勤請辭，未來可能接替張通榮，來角逐基隆市長一職。雖然羅智強否認，但張通榮是否連任？是否有取代人選？一直是外界關注焦點。
張通榮在參加就業博覽會後表示，目前最重要的還是市政問題，自己在上個月20日，特別與馬總統見面，列出21項重要的市政建設，當中欠缺43億元經費，希望中央撥款。
對於選舉事務，他不願多談，只強調自己是國民黨員，就會按照黨內機制，至於彈劾案，他只簡單的說，「謝謝大家關心」。
不過在此之前，張通榮接受媒體訪問時指出，基隆市選舉一向單純，人情味很重，像黨內黃景泰、謝國樑等都是相當好的人才，他支持年輕人能接棒，為基隆市未來發展努力。
