歐洲聯盟各國領袖今晚就氣候目標達成協議，同意在2030年以前，排放量將比1990年時減少40%，並提高再生能源用量與增加能源效率27%。

歐洲理事會主席范宏畢（Herman Van Rompuy）與歐洲聯盟執行委員會主席巴洛索（Jose ManuelBarroso）晚間共同主持記者會，宣布歐盟各會員國領袖就氣候變遷達成最新決議。

范宏畢表示，這是全球最具野心、符合成本效益且公平的氣候變遷能源政策。歐盟今天的決議，是原先預計在2020年達成減碳20%目標的一倍。

他表示，這次的目標共有3項。首先是氣溫目標，各國同意在1990年的基礎下，在2030年時，至少再減少碳排放量40%；其次是乾淨能源，希望能提高再生能源用量達到總能源用量的27%；最後是能源節省目標，希望能提高至少27%的能源效率。

范宏畢表示，有必要建立「能源同盟」（EnergyUnion），今天的協議讓這項目標得以實現。雖然能源效率提高有其成本，但也帶來效益，包括創新、研究、就業，節省能源也有助於減少歐洲的能源依賴度。
