世界貿易組織（WTO）14日公布專家小組報告，認定美國對中國大陸油井管、銅版紙等22類產品發起的反補貼措施，部分作法違反WTO規則，大陸商務部對此表示歡迎。

新華社報導，大陸商務部條約法律司負責人表示，WTO專家小組支持大陸多項訴訟請求，認定美國反補貼措施的公共機構認定、土地專向性認定等作法違反WTO規則，中方對此表示歡迎。

報導指出，WTO爭端解決機制的專家小組報告相當於「一審」裁決。

這位負責人指出，本案涉及22類產品，年出口金額約72億美元，關係到大陸「重大貿易利益」；中方敦促美方尊重WTO裁決，盡快改正濫用貿易救濟措施的錯誤作法，確保大陸企業公平競爭的環境。

大陸2012年5月就美國對大陸油井管、銅版紙、鋼製輪轂等22類產品反補貼調查中的部分作法，在WTO向美國提起磋商請求。大陸2012年8月向WTO爭端解決機構提起設立專家小組請求，專家小組同年9月成立。

但WTO專家小組認為，美國進行反補貼調查時使用可獲得的不利事實、補貼利益計算、補貼專向性認定方面不違反WTO規則。大陸對此表示遺憾。

路透社報導，美國貿易代表傅洛曼（MichaelFroman）說，WTO裁定駁回大陸提出的許多異議，對美國企業和勞工而言是場勝利。(中央社)
