台水經理收賄736萬　遭判26年8月

【孫友廉／新北報導】台灣自來水公司第12區處經理蘇金龍（64歲），自2008年起提高新北市新莊區等地工程底價，讓朱姓等多名廠商獲利，再從中收賄736萬餘元，新北地院昨依貪污罪重判蘇男26年8月徒刑。
 
台水第12區處工務課長林正旺（45歲）、工程員劉中安（53歲）則讓廠商儘快取得工程款，各自收賄1百餘萬元，並4次接受招待赴中旅遊，劉男更接受性招待。因林男認罪並繳回賄款，今遭判2年、緩刑5年，翻供的劉男則判處10年。另認罪朱姓等多名廠商則分別判處2年至1年半不等，均緩刑3年，不認罪的陳姓等3名廠商則各判1年半到1年不等徒刑。
 
台水公司第十二區處轄區包括板橋、土城、新莊等地，每年施作工程預算達數億元，早就被朱姓等廠商看上，組成綁標集團。2008年10月起，開始行賄蘇等人，蘇男則提高45件管線抽換等工程底價，若朱等人順利得標，再按約定工程款比例收賄。
