前行政院長江宜樺因國民黨九合一敗選下台，但不僅新閣揆由原副閣揆毛治國接任，新內閣也多留任江內閣閣員，就連預算案與施政報告都近似，民進黨立委邱議瑩今天質疑，新內閣難道仍要「江規毛隨」。

毛治國表示，新內閣與江內閣最大的不同，就是對很多政策，願意與立法院做深度溝通後，有共識以後再推。

此外，新內閣也針對這次地方選舉所展現的新民意取向，做了深刻反省檢討，像過去政府對於網路世界不夠瞭解，未來也希望能建立一個橋梁，瞭解網路世界裡面流傳的意見，並想辦法加以滿足。

不過邱議瑩質疑，毛內閣與江內閣基本上是原班人馬，同樣的人，如果有能力做好溝通協調工作，江內閣施政表現不會這樣，不看好毛內閣未來表現。
