華府律師張先政表示，持美國綠卡，但沒有護照、其它旅遊證件或美國再入境許可（回美證）者，美國運輸安全局與航空公司無法放行通關，王丹的個案恐難登機出境。

熟悉美國移民法律事務的張先政表示，大陸民運人士王丹持有美國綠卡，但光持綠卡無法進行國際旅行，未持護照等旅遊證件的旅客，航空公司將不允許登機。

他說，綠卡持有人必須送交I-131表格，申請再入境或難民身分的旅遊證件，美國運輸安全局（TSA）人員在機場處理國際旅客，沒有護照、旅遊證件或再入境許可（回美證）等證件者，將無法放行通關登機。

張先政認為，王丹必須向美方追再入境許可文件。過去送I-131表格程序來看，申請者30日內將接到蓋指紋通知，以過去經驗，蓋指紋後接下來需要30至60日安全查核後才可能通過，所以送交表格後，至少要60日，一般在90日後才會有消息。

至於要求美國加速處理個案，他說，過去極少聽聞，不過一般情況無須加速，因為蓋完指紋後，再入境許可可透過郵寄取得；回美證有效期為2年，王丹如果仍持有效期內的回美證，將可持證出境，如果已過期，必須依申請時間表來處理。(中央社)
