一國兩制白皮書 違背中英聯合聲明

香港首任政務司司長「陳方安生」表示，中國國務院所發表的「一國兩制白皮書」，等於是重新擬訂了所謂的「一國兩制」框架，也違反一九八四年的「中英聯合聲明」。

陳方安生在接受媒體訪問時表示，「一國兩制白皮書」完全違反了當年的「中英聯合聲明」，但梁振英政府竟然還要求市民讀熟；她認為，梁振英政府並沒有無捍衛一國兩制的誠意，而且將人權與自由置之不理，她對中國中央政府及香港特區政府，感到失望。

此外，陳方安生也表示，她同意香港「大律師公會」的意見，認為不能把司法人員「治港者」的一部分，因為香港是三權分立，而且司法必須獨立；如果法治不保，就無從確保香港可以「港人治港、高度自治」，這也反映了中國中央根本不瞭解香港的司法制度運作。
