民進黨智庫日前公布國防藍皮書，表示執政後將推行潛艦「國艦國造」，使得潛艦國造成為今(6)日立院外交與國防委員會質詢熱門議題。藍綠立委都表態支持國造潛艦，不過也有藍營立委認為，在考量戰力保存的前提下，國軍不該花費太多資源打造潛艦部隊，與解放軍強項硬拼。

國防部長嚴明6日上午前往立法院作業務報告，嚴明首次透露，台灣未來潛艦國造的噸數，2000或1500噸都還在規劃中，目前還沒有定案。

中國國民黨立委林郁方表示，國防部早該動用國防發展基金，作為建造潛艦用途。他表示，很多人質疑不該以老舊的茄比(Guppy)級潛艦為國造潛艦藍圖，國防部應該對外解釋清楚，是透過維修潛艦獲得國造潛艦的能量。

國民黨不分區立委陳鎮湘表示，不反對「潛艦國造」，但是必須考量戰力保存的前提；他認為，台灣東部海域是深水海域，解放軍發展潛艦是強項，在國家國防預算不足的情況下，不該花費太多資源打造潛艦部隊，與解放軍強項硬拼。
