馬英九總統元月23日將率團出訪非洲友邦聖多美普林西比，並參加中美洲友邦宏都拉斯新任總統就職典禮，此行定名為「聖宏專案」。馬總統出訪聖多美後，將完成造訪所有邦交國的最後一塊拼圖。

外交部次長柯森耀7日下午在總統府召開記者會宣布總統出訪行程，專案主軸為「攜手同心、互利共榮」，總統夫人周美青不隨行，所需費用尚在精算之中。

此行規劃23日啟程，30日返抵國門，專機造訪聖多美、布吉納法索、洪都拉斯，並邀請相關部會首長、立委、企業界、媒體代表參加。

據了解，由於馬總統在去年8月出訪中南美洲友邦時，回程因颱風襲台而提前返國，取消部分過境洛杉磯行程，所以也將安排未完成的相關行程。但柯森耀說，因還在安排中，將擇期再向外界報告。

另外，專機可能在法蘭克福加油，外交部尚未證實。
