內閣小改組傳聞不斷，內政部長李鴻源、衛福部長邱文達、行政院發言人鄭麗文頻遭點名，但行政院高層否認。

自台大借調來的李鴻源，明年3月達最高年限。陷入食安風暴的邱文達是否去職，有無合適人選接任是關鍵。屢遭點名，卻總是安然度過的鄭麗文則說，「行政院沒有內閣改組規劃」。

另外，經建會將在明年與研考會、工程會部分業務合併為「國家發展委員會」，由於自由經濟示範區示範條例剛出爐，在這關鍵時刻，如果沒有意外，黨政高層擬由經建會管中閔擔任首任國發會主委，副主委則由現任研考會主委宋餘俠出任。
