日經：政治風險恐衝擊菲律賓經濟

日經新聞報導，菲律賓是東南亞成長最快的經濟體，但外界已開始擔心逐步逼近的政治風險，可能導致該國經濟成長減速。

菲律賓2014年第1季實質國內生產毛額（GDP）比去年同期擴張5.7%，遠低於市場預期。目前還不確定菲律賓能否達到今年經濟成長6.5%至7.5%的官方目標。

菲律賓第1季經濟成長緩慢的主因是超級颱風肆虐，但總統總統艾奎諾三世（Benigno Aquino）的政府缺乏領導力，也是經濟成長率低於預期的原因之一。另外，外界也擔心2016 年的下屆總統大選會產生新政府，而新政府推動的政策與前朝不一致。

菲律賓工商聯合會（PCCI）的資深主管7月表示，如果馬尼拉港壅塞的問題無法解決，菲律賓第2季GDP成長率可能比第1季還低。馬尼拉市今年2月啟動交通管制措施，禁止所有卡車在尖峰時段使用馬尼拉港附近的主要道路。這項禁令已對貨物進出菲律賓造成阻礙，該港的倉庫已沒有空間存放多餘貨物。

美國銀行巨擘花旗（Citigroup）估計，這項卡車禁令可能對菲律賓造成多達3,200億披索（72.9億美元）的經濟損失。
