大陸推南海捕魚新規 菲律賓不滿

菲律賓今天(10日)抨擊中國大陸對海南省水域實施新的規定，認為此舉強迫外國船艦必須取得北京當局同意才能進入南海活動。

菲律賓外交部在聲明中表示，菲律賓嚴重關切這項新規定，已經要求北京立即就海南省人民代表大會發布的新漁事法作出澄清。

聲明中說，中國大陸的這項新規定嚴重違反國際法，緊張情勢隨之升溫，為南海局勢徒增變數；這項新規定嚴重侵犯聯合國海洋法公約(UNCLOS)所保障的航行自由以及相關國家捕魚權利，菲律賓並非唯一受影響的國家。

大陸海南省去年11月通過新的漁業法規，明定外國人及外國漁船進入海南管轄水域進行漁業生產或漁業資源調查活動，應當經大陸國務院有關主管部門批准。這項辦法自2014年1月1日生效實施。
