【黃楷棟／基隆報導】基隆今天早上飄著細雨，導致海洋廣場賞鴨人潮不如預期；下午雨勢漸歇，賞鴨人潮逐漸湧進海洋廣場，附近道路的車潮也慢慢變多，如欲開車賞鴨的民眾，請注意路況，也可多搭乘大眾交通工具前往賞鴨。
