廢水污染　環署：稽查員送政風調查

【洪敏隆／台北報導】廢水污染事件不斷，環保署長沈世宏今天重炮抨擊「稽查及裁罰人員的風紀到了需要加強的時候了」，環署已整理日月光及彰化電鍍廠稽查及裁罰人員的相關作為，送政風單位調查。

沈世宏表示，最近日月光和彰化電鍍廠的污染事件，在稽查部分有很多缺失應要改進，例如稽查人員對於發現工廠的產能增加卻未增加污水處理容量的情況，該深入追究而未深入，另外，放流水質檢驗的結果接近自來水水質，卻未懷疑工廠有設暗管而進廠追查等作為，都屬風紀問題，應該好好調查。

沈世宏說，2011年至今年11月底止，日月光高雄廠被查獲違規的處罰有23次，其中高雄市政府查獲18次，環保署督察大隊5次，且高市府有5次發現其廢水排放量超過許可的排放量，但這些違規都是由高雄市政府罰鍰結案，只有兩次裁處最高罰60萬元，每次處罰後未見進廠深入檢討，查看是否有設備投資不足，等於形同縱放的查處，也一併請政風單位調查。
