氣候會議延長1天　減碳效力遭削減

【簡嘉宏／綜合外電報導】參加聯合國氣候變遷會議的195國代表，23日在避免破局的延長會議中，對預定2015年簽署的全球氣候協定，包括資金、損害控管機制、監督與森林砍伐等項目達成初步共識。

 聯合國氣候變遷會議11日在波蘭華沙舉行，原定上周五結束，但富國與窮國間對控制暖化的做法無法達成共識，為避免談判破局，會議特別延長1天，讓代表繼續協商，終於通過修正文件，將較具強制力的「承諾減少碳排放」條文更改為「要對減少碳排放做出貢獻」，讓各國都能接受該表述。

會中也決議成立「華沙國際災損機制」（Warsaw International Mechanism for loss and damage），以協助開發中國家因應氣候變遷導致的極端災害，例如風暴、乾旱等造成的損失。

2015年全球氣候協定將是首個約束各國氣體排放的公約，目的在使全球均溫比工業革命前上升溫度控制在2℃內，2020年生效。
