人本環境美意 卻變淹水惡夢

新北市營造「人本環境」，於三重新北大道鋪設人行道、無障礙坡道，造福行人與輪椅族，卻因工程占用原有排水溝並墊高15公分，導致日前大雨時，難以宣洩的大水倒流，衝進民宅，民怨四起。新北市養護工程處回應，將於兩周內增設兩倍「落水頭」，解決淹水問題。

新北市養工處營造「人本環境」，改善缺乏人行道、無障礙通道路段，3月起施作「中山高架橋下人行道及附屬設施改善工程」，於新北大道一段鋪設1公尺寬人行道及無障礙坡道。

歷經半年工期，工程已於上月完成，全長1.2公里。為於空間有限的道路兩側鋪設人行道，工程將路肩既有排水溝封填，成為「暗溝」，挑高並打造紅磚步道，僅於側邊挖鑿集水井，使水流行經集水井，再回流至排水溝。

8月豪雨期間，當地居民驚見「我家淹水了！」發現管線太「迂迴」，排水速度大大降低，瞬間大水無法宣洩；且因人行道依現行法規規定墊高15公分，大水順著無障礙坡道倒流至民宅。

市議員李余典指出，人行道改善工程本為美意一樁，卻因排水溝、人行道各有權責單位，養工處橫向聯繫不足，導致排水系統出問題，要求養工處即刻改善。

養工處表示，將於兩周內改善，於騎樓鑿更多「落水頭」，從目前每戶2處增為4處，提升排水效能。
