管委會所訂定的公約，有強制力嗎？

其實想問的比標題再多一點點，管委會定的公約，

如果是不合理的，我們也一定要遵守嗎？

最近入住了一間公寓4F，因為會漏水

向公寓的管委會問了，是否有公基金可修繕

管委會說那個是4F的屋頂，4F自己負責

我也摸摸鼻子自己請了防水工程公司整個翻修

結果做完後，管委會跑來質問，原本固定水管

的混泥土基座為什麼被我打掉？我也告知因為

混泥土龜裂會造成防水有裂痕，且我已經用鋼條固定了

管委會卻說不管一定要混泥土！！

我就跟管委說了，您不是說屋頂是4F的嗎？

怎樣施做應該都是4F決定吧！

管委會說：屋頂漏水是4F的事沒錯，但是頂樓是大家共有的，妳們漏水當然要自己修！

而且管委說在我搬來之前，她們開會已經有訂規定了

4F漏水4F自己修，但是樓頂大家都可以使用。

樓頂是公共空間我知道.....我也沒不准大家用

只不過管委不出錢，我自己修繕了又問題一堆，苦惱啊！

疑問在這^^"管委會訂定4F漏水4F自己修，這樣的公約合理嗎？要遵守嗎？
