台中市副市長蔡炳坤今天說，十二年國教中投區將採會考成績「一試兩用，先特後免」，將與中投區各校討論後儘速定案。

教育部昨天邀集各縣市政府對十二年國教進行討論，代表台中市出席的蔡炳坤今天上午在市政會議中報告討論結果，針對中投區的特性，蔡炳坤建議採「一試兩用」及「先特後免」。

蔡炳坤解釋說，今年的免試入學是一次痛苦的經驗，台中市建議以會考成績作為「免試入學」依據，不採計志願序，讓特招先放榜定位後，最後免試入學一次到位。

對於新北市長朱立倫建議取消特招，而台北市長郝龍斌則提議「一試兩用，先特後免」，兩首長立場不同，蔡炳坤認為，這是因地制宜，因為新北市與台北市高中的屬性不一樣，台北市有建中及北一女等明星高中，台中市也有中一中及中女中等，中市屬性與台北市較類似，這是台中市不建議取消特招的原因。

蔡炳坤說，如果教育部願就會考成績等第再細分，足夠區隔可以分發完成，台中市也可以不堅持特招，但教育部堅持不細分，台中市就無法分發，所以建議「一試兩用，先特後免」，至於施行方式，將與中投區各高中討論後儘速定案。(中央社)
