中華17號後連外持續不穩

17號海纜出問題的時候沒使用網路沒發現，後來隔天發現這問題ping google, youtube都會掉，後來上網查之後才知道連美國的海纜斷掉，但打電話給客服是說已經修復，但是可能會影響對外流量，後來想說沒差，我大部分連美國都是用google的service等等，我可以用ipv6連google的服務，就沒繼續煩客服了。

但昨天要上百度網站的時候發現也會掉ping，打去客服問，客服說連大陸目前無障礙，還要教我設定proxy，當我不知道proxy在幹嘛的嗎...
我以前就不會現在就會，所以想知道是不是有其他地區的人有跟我一樣的問題(我在新北)?

我在想不知道是不是海纜斷掉，中華修改對外routing，沒搞好所以影響到其他對外...
因為我在公司去ping百度跟treacert，從seed的出去是沒問題的...
