陸鬆綁一胎化 人權分子仍存疑

（法新社華盛頓15日電） 人權活躍人士今天警告，雖然中國大陸官方承諾一胎化政策鬆綁並關閉勞動教養營，他們依然擔心這些侵害人權的行為會以其他方式出現。

中國共產黨三中全會閉幕後數日，共黨領導階層宣布，允許所謂「單獨家庭」生2個孩子，擴大1970年代末期開始的一胎化政策例外範圍。所謂單獨家庭，是夫妻任1方是獨生子或獨生女。

美國聯邦眾議員史密斯（Chris Smith）說，大陸政府依然有權禁止婦女再生育第3胎，未婚婦女也不准生育。史密斯多年來一直在鼓吹民眾反對大陸的一胎化政策。

史密斯警告，「容易受騙的西方人」不該馬上就讚揚大陸採取的行動，因為北京政府之前承諾禁止篩選胎兒性別並墮胎，並沒有實現。

美國政府拒絕評論大陸承諾的改革措施，國務院發言人莎琪（Jen Psaki）只說，美方將「密切關注」大陸的各項聲明。

1989年天安門民主運動領袖柴玲成立「女童之聲」團體（All Girls Allowed），發起反對一胎化的運動。柴玲說，大陸依然有許多婦女不願墮胎，卻被迫終止妊娠。（譯者：中央社何世煌）
