食用油廠商財產被扣押　零售商拿不到退貨款

【林修卉／台北報導】台聯黨團今上午陪同販賣油品的零售商召開記者會，立委許忠信指出，食用油品出事，財產被扣押，零售商與中盤商退貨，卻拿不到退貨款，呼籲衛福部與行政院消保處儘快設法解決。

零售商陳年添表示，他拿不到大統的退貨款，但消費者又不斷向零售商退貨，他向彰化縣政府求援，地方政府把他轉給消保官，建議提司法訴訟，但司法訴訟曠日費時，也緩不濟急，幾乎快撐不下去。

行政院消保處副處長吳政學坦言，依法令消保處的服務對象是消費者，不是零售商和中盤商，若要消保處介入處理，「真的有他的困難性」。

衛福部次長許銘能說，衛福部已注意到盤商的問題，已協調彰化縣政府與業者溝通，希望油品業者成立專戶，並與法院協調，解除部份扣押，把錢移到專戶，做為消費者與盤商的退款費用。

許忠信認為，大統看起來可能快破產了，若大統破產前所做的清查與專戶設立，法院都會認為無效，屆時零售商與中盤商還是拿不到貨款。
