高雄海關集體貪瀆案外案 8人收押

高雄地檢署偵辦高雄海關集體貪瀆案向外延燒，經濟部標準檢驗局高雄分局2名承辦人員，涉嫌收賄核發衛生證明，還導致俄羅斯將我2家進口業者公告為漁產品暫時限制輸入的廠場名單，丟臉丟到國外去；涉案的5名公務員及3名業者，昨日遭檢察官聲押禁見獲准。

高雄地檢署今年4月發動追查高雄海關關員涉嫌包庇業者漏報貨物品項助逃漏關稅案，17日下午展開第4波搜索行動，在高雄關等30處所執行搜索，檢調懷疑主管進口貨櫃落地追蹤的保安警察第3總隊可能有人涉案，連標檢局高雄分局也疑有弊端。

檢方帶回被告、證人共17人，偵訊後聲押9人，法官裁定標檢局承辦人員蔡朝彥、洪麗娟，關員吳明聰、陳城開、李信良、業者王金雀、吳清豊、高福利8人收押禁見，吳姓廠商以15萬元交保。

檢方指出，專營水產品出口報關報驗業務的聯慶、億春報關行，與嘉豐、隆發兩家進口業者，涉嫌從去年5月起，以每次檢驗1000元為對價，行賄標檢局承辦人員以取得標檢局核發「輸出水產加工品衛生證明」。

承辦人員收賄後，每次業者申請衛生證明都以違背職務方式，不依規定實際進入冷凍工廠內進行臨場查核與取樣檢驗，即逕行核發衛生證明書。
