勞退基金被坑殺 特偵組起訴2操盤手

特偵組偵辦政府四大基金弊案，今天將兩名代操經理人陳平和瞿乃正，以背信、內線交易等罪嫌提起公訴，並請求法院從重量刑、科以較高罰金。（潘千詩報導）

特偵組查出，國內兩家知名投信公司的操磐手陳平跟瞿乃正，涉嫌利用「先行交易、相對委託成交、無合理基礎及依據的投資行為」共三種手法，替政府操盤勞退基金，不但坑殺投資人，更導致政府基金、全民慘賠，損害金額高達新台幣38億，兩人還從中套取共7千多萬元暴利。

特偵組發言人張進豐說，兩名被告受政府委託代操勞退基金，與社會大眾息息相關，但卻為圖一己私慾，中飽私囊，造成社會大眾損害，涉犯背信、內線交易罪嫌，建請法院從重量刑，科以較高罰金。

特偵組表示，因去年底接獲檢舉，檢方蒐證後今年4月發動偵查作為，約談後分別將陳平與瞿乃正交保，由於手法特殊，犯罪金額龐大，經檢察總長核定為特殊重大案件偵辦。承辦檢察官已查扣兩人的財產與房產，並在起訴後主動函請勞退基金監理會與投資人保護中心辦理後續求償事宜。
