籲修憲 林濁水：倒閣名號響亮但無用

前立委林濁水今天撰文說，倒閣原本是用來解決政黨間紛爭的憲政工具，沒想到今天不只不可能解決當前爭端，反而在民進黨政黨內誘發了新的爭端；民進黨團已正式發動倒閣，但不看好倒閣的人，還在等著倒閣一失敗就開始要算黨主席蘇貞昌的帳。

他表示，民進黨各路人馬要被這一個名號響亮實質無用的「倒閣」機制陷入兩難之爭中嗎？不如提高層次，呼籲對體制已近乎絕望，甚至連民進黨都被他們輕蔑的「公民社會」一起來修憲，改造體制。

他說，法國採用雙首長制制度以來，倒閣、解散國會都曾被使用過，也解決了憲政僵局，我國體制雖仿造法國，卻把倒閣、解散制度「改良」成沒用的憲政裝飾品；以致於無論是陳水扁的「少數政府」或馬英九的「全面執政」，一旦遇憲政僵局，國政就全都僵住。
