【綜合報導】強颱萬宜昨晨從愛知縣登陸日本中部，挾強風豪雨沿著本州一路襲向東北，京都等關西地區下起數十年難得一見的豪雨，下令疏散近57萬人。京都知名賞楓景點嵐山渡月橋被暴漲河水淹得只剩橋面，旅館出動小船載房客逃難。颱風在日造成至少3死6失蹤129傷，打亂新幹線和國內線航空交通。

萬宜夾帶大量濕暖水氣直撲日本，日本氣象廳昨早針對京都、福井、滋賀等三地發布大雨特報。與美總統歐巴馬姓氏同音的福井縣小濱市（Obama）、京都市右京區等地，在短短48小時下了300毫米，超過9月平均雨量。貫穿京都的桂川河水一度淹過堤防，上游知名景點嵐山渡月橋和左岸的旅館和紀念品專賣店全都泡在水裡，水深及腰。

日本西部和中部逾300棟民宅淹水，8萬戶民宅停電，首相安倍晉三昨下令危機管理中心「全力拯救和援助受災戶，協助民眾避難」。日本氣象廳呼籲民眾今天仍應提防土石流、龍捲風和水患。
