國際透明組織調查指出，我國36%民眾有行賄經驗，被解讀為「台貪腐亞太第三」，與我國先前調查差10倍，行政部門今（11）日提出數項質疑，且執行民調的公司在上海，訪員口音恐影響結果，但有待進一步確認。
據行政院發言人鄭麗文轉述，曾任蓋洛普市調公司首席顧問的台北市副市長丁庭宇在日的行政院會中提醒，執行單位國際蓋洛普（Gallup International）是上海的公司慧思（WisdomAsia）執行。
丁庭宇表示，執行電訪過程，可能因口音不同、不會講台語，甚至被受訪民眾懷疑是詐騙電話，導致有選擇性樣本的效果，是否因此造成調查有較大的誤差，應向國際透明組織表達。
鄭麗文說，行賄經驗36%，等於每3人就有1人有經驗，若以台灣年滿18歲以上的1800萬人換算，則有近700萬人有此經驗，比例可能過大。
法務部長曾勇夫在院會後記者會另指出，國際透明組織之本項調查是對全球107個國家，其中亞洲部分僅對日本、韓國及我國調查，並未對中國、香港、新加坡等國調查，且未排名，故外界傳聞我國貪腐程度排名第18名是顯然的錯誤，不應擅自援用。
他說，調查所指公部門還包含醫療機構，照現行法律規定，醫生本身不是公務員，收紅包也不構成收賄罪，納入調查，導致結果與事實不一致。
曾勇夫表示，去年我國政府委外調查研究發現，有親身送禮經驗的人只有0.8%、有聽說送禮的僅2.5%，合起來不過3.3%，調查數據懸殊這麼大，令人質疑。 (接下一頁)
