歐巴馬總統將呼籲共和黨主導的國會，調高投資稅(資本利得稅)與遺產稅，並制定或擴大中產家庭的稅率優惠範圍。

歐巴馬將在周二晚間發表的國情咨文中，說明此一措施。他將提議使用加稅--主要針對高收入家庭--所創造的收入，支付為提高中低收入家庭所制定的新稅率優惠措施。

資深政府官員於上周六說，這些新的措施包括，將照顧子女免稅額提高為原先的三倍，及為夫妻均工作家庭制定一項新的免稅額度。

政府並計劃整合且擴大教育稅率優惠，並讓退休儲蓄計劃適用於更多人，例如要求許多目前未提供員工退休計劃的雇主，自動將他們納入個人退休帳戶。

政府說，此提案將讓額外的3000萬名勞工適用退休儲蓄計劃。
