派遣勞動法 勞動部：3%員額上限合理

五一「反低薪、反派遣」大遊行中午登場，勞動次長陳益民表示，勞團上街發表訴求，是合法權利，外界應予以尊重。針對勞團反對派遣勞動保護法設定3%派遣員額上限，他表示，社會上從0%到20%的主張都有，3%是勞動部經過與各界溝通，還製作民調，科學化推算結果，不是隨便喊喊。

他也說，為什麼勞動認為要有派遣法，這跟企業濫用與剝削有關。勞動部未來會以加重雇主運用派遣工成本，讓企業認為，聘僱派遣工跟正職員工是一樣的。

陳益民今天上午是在出席行政院院會後記者會時，做出上述表示。所謂3%總員額上限是指，各企業聘僱派遣人力，不得超過該企業員工總數的3%。
