日本「讀賣新聞」報導，日本為了與南韓改善關係，近期可能召開局長級協商。韓方希望4月召開，且焦點鎖定在慰安婦的問題，但日方希望還討論領土問題等。

昨天凌晨美日韓領袖在荷蘭海牙舉行高峰會，討論到北韓開發核武及飛彈的問題，3方都認為要加強合作因應。但是有關日韓之間有爭議的慰安婦等的歷史問題未在高峰會上被提及。

日本政府為了改善日韓關係，認為日韓雙邊局長級協商將是能否改善關係的試金石，希望促成日韓的局長級協商，然後再促成日韓高峰會。

日韓局長級協商中，韓方希望議題只鎖定在二次大戰期間日軍慰安婦的問題，將要求日本政府提出具有誠意的措施，可能會要求日本政府直接給予前慰安婦補償金等。

但日方認為，有關慰安婦的問題，1965年日韓簽署的有關請求權及經濟合作協定時已做了「完全且最終的」解決。

有日本外務省官員表示，慰安婦的問題，日本政府不可能承認有法律責任，也不可能給予慰安婦補償金。

日方希望在日韓局長級協商中討論到被南韓實質統治的竹島（南韓稱獨島）問題，還有大戰期間南韓人被徵召當工人的訴訟問題等。(中央社)
