想在市政府附近買一間小套房，問問大家的意見

是這樣的，小弟的女友是台中人，因到高雄工作，所以要在市政府附近找一間自己住的小套房（因為上班地點在那附近），這幾天看到了一間在忠孝二路上的一間套房，屋齡20年，建坪約10坪，主建物加陽台坪數約7坪，屋主開價166萬，想請問大家幾個問題：
一、在有可能調動回台中的前提下，在高雄買一間這樣坪數的套房是正確的決定嗎？
二、如果認為是可以買的，那以這套房的條件，每坪的單價應落在哪個價位比較合理呢？

還望大家不吝給小弟意見，感激不盡～～
