申辦全球自行車城市　北市竟拒提供外界資料

【蔡亞樺／台北報導】北市議員童仲彥今日在市議會質詢指出，北市府7日宣布爭取2016全球自行車城市大會，花費近百萬元的競標書，想調閱競標書資料，市府竟拒絕提供，痛罵市府砸5億5千萬元爭取2016世界設計之都，被罵怕了，辦個全球自行車大會搞黑箱作業、偷偷燒錢。台北市長郝龍斌答覆，申辦時，大會有要求不得對外公布，下月就會宣布獲選的申辦城市。

童仲彥指，據他查詢競標申請書，得明列財務計畫，若年底獲選必須分4期繳交800多萬元，活動前宣傳費用、大會高層人員至少20次往返機票與住宿費用等，所有經費從何而來，上周大會考察團到台北考察，交通住宿費的錢怎麼花，市府竟然都無法說明，擺明是黑箱作業。
