教育部96、97年編製國中小學性別平等教材，出現「男生和男生做愛」、「製作口交膜」等文字，遭到監察院糾正。對此，教育部長蔣偉寧表示。這次其實只是給教師參考的教師手冊，並不是直接發給學生，教材公佈會有適當程序。
