國民黨：總統兼主席 無自保考量

國民黨第19次全國代表大會將通過黨章修訂，當黨員當選總統時，就成為「當然黨主席」，引發黨內議論是身兼黨主席的馬英九總統為求「自保」，不願為2014大選負責所良身設計。對此黨內人士表示，制度設計並無此考量，而黨主席辭職與否是政治決定，也不是黨章所能規範。

不過國民黨黨內人士認為，從實務面看，就算黨章規定黨員當選總統必須兼任黨主席，但若黨主席因為任何特殊因素要請辭，也沒有任何黨章規定擋得住，因為黨主席辭職與否，本來就是一個政治決定，辭職與否是看政治情勢，而非黨章怎麼定。

黨內人士表示，修訂黨章從頭到尾就是「黨政密合」考量，為此馬總統還可能縮短一年的主席任期；若國民黨2016年總統大選勝選，馬總統就得交出黨主席職務，也不可能在卸任後以黨主席身分做其他事情，甚至與中共領導人會面，此一考量絕非擴張自己的權力，或者為了「自保」。
