歐巴馬總統在多次斡旋後，仍無法阻止美國政府關門，不過在舉債上限議題上，他倒是老神在在，拒絕與在野黨的共和黨有任何妥協。分析師指出，歐巴馬胸有成竹是因為還有王牌在手可以逆轉戰局，擋路的共和黨最後將只能鞠躬稱臣。

財經內幕網站BusinessInsider報導，華府智庫Potomac Research Group首席政治策略師Greg Valliere表示，當時間逼近債務觸頂時限時，歐巴馬將會亮出王牌，提醒所有退休選民，如果美國真的破產，老年退休金給付將被凍結。

Valliere表示，儘管美國聯邦政府關門進入第三天，但老年退休金仍照常發放，如果共和黨甘冒罵名阻擋舉債上限調高，導致退休年因政府債務違約而暫停支付，那麼共和黨籍議長John Boehner將因此成為全美公敵。

紐約時報引述未具名的國會議員消息指出，Boehner已告訴同黨同志，將盡全力阻止美國破產成真，即使違反哈斯特爾特規則(Hastert Rule)也在所不惜。所謂哈斯特爾特規則又稱「多數中的多數規則」，意即在眾議院佔多數的共和黨內必須先取得內部多數共識，才能將法案付諸表決。
