李朝卿弊案　林慶隆：審計部發現移送檢調

【黃揚明／台北報導】民進黨立委李俊俋上午質詢審計長被提名人林慶隆時指出，依法審計部可以對各機關收支、財物隨時稽查，還有緊急處分規範可在發現問題時立刻處理，但為何南投縣長李朝卿、彰化縣長卓伯源等首長仍傳出採購弊案？林慶隆回答，南投縣工程弊案就是審計部發現而移送檢調調查。

李俊俋舉彰化縣府環保袋採購弊案、南投縣災修工程弊案、署立醫院採購弊案、消防署採購弊案為例，詢問林慶隆這些弊案，審計部是否發揮稽查、監督功能？林慶隆說，南投縣政府、署立醫院及消防署的採購弊案都是審計部發現並移送檢調，只有彰化縣政府弊案不是。李俊俋質疑，所以審計部無法防範弊案於無形？林慶隆回答，財務舞弊要靠機關內部控制，才是第一道防線，審計部採抽查方式，難免有遺漏。
