黃岩島興土木 菲將向陸提抗議

（中央社記者林行健馬尼拉4日專電）菲律賓政府在聲稱發現中國大陸準備在黃岩島大興土木之後，今天表示將向北京提出外交抗議。

昨天在眾議院預算聽證會上，菲律賓國防部長蓋茲敏（Voltaire Gazmin）出示鳥瞰照片說，軍方偵察機發現黃岩島上有30多塊混凝土砌塊，並稱這是「建築工事的序幕」；而國防部今天又公布新的照片，稱黃岩島上的混凝土砌塊，多達約75塊。

菲律賓外交部長羅沙里歐（Albert del Rosario）在電視訪問中表示，「我們有意提出外交抗議」。但他未做詳細說明。

黃岩島距菲律賓三描禮士省馬辛洛克鎮約124海里，與中國大陸海南島的距離則有472海里，菲律賓引據「聯合國國際海洋法」，中國大陸則援引歷史依據和九段線主張，雙方都聲稱擁有黃岩島主權。

原本中國大陸與菲律賓漁民都可進入的黃岩島，在去年發生公務船對峙事件後，已被中國大陸實質占領。1020904
