護航廠商搶700億工程　郝龍斌心腹起訴

【綜合報導】台北市長郝龍斌心腹、財政局前局長邱大展，涉嫌護航太極雙星集團搶標，向業者獻策須引入日商合作「必取標案」，業者謀求外援遭拒、祭出假文件稱與外商攜手開發，邱除以評委身分給最高評價，協助取得最優議約權，甚至在郝暫緩核發議約書時，還遊說使郝同意核發。檢方痛批邱重創市府聲譽，昨依最重可判刑7年半的公務員背信罪起訴。

邱大展昨發聲明痛批檢調羅織罪名，要透過司法程序力爭清白。他強調對該案無主導權，且財政局無法得知投標文件真偽。郝龍斌昨仍挺邱，指他是一個勇於任事的政務官；郝稱尊重司法，等看到起訴書再說。

深陷弊案的邱大展在不少市議員眼中是位態度高傲、常與議員衝突的官員。無黨籍議員陳政忠昨評價邱「急功近利，好大喜功，為凸顯個人或郝團隊政績，若提供業者資訊不意外，都是為了追求表現。」
